EPDs are not treated as “just voluntary”, they are framed as a strategic asset because EU market access can depend on compliance.
2) When should manufacturers start preparing?
Start early—do not wait until a mandatory reporting deadline, because you will be too late to implement needed processes.
3) What happens if someone doesn’t comply with the EU framework (CPI 2024 referenced)?
Non-compliance can ultimately prevent selling products in the EU market.

Activity is underway to develop generic datasets and make them available, but it’s not fully resolved/harmonized yet.
10) How does the Netherlands’ approach affect ingredient/environment footprint declarations?
It’s described as “their own thing” and there are concerns about requirements that may affect whether ingredient EPDs are accepted.
11) Do CPR/PCR rules (product category rules) need careful monitoring?
Yes—CPR sets the framework for how products must be declared, including specific assumptions, teams should follow updates closely.
12) Do they support transitioning from current PCRs/CPCRs to harmonized standards?
Yes, already adopting harmonized European standards in their system, aligning as much as possible, while keeping impartiality (with independent/notified-body involvement for transition consulting).
